Criteria for Applicants – Required:
Education: Bachelor's Degree required (Master's preferred) in Social Work, Administration/Organizational Management
Experience: Five years progressively responsible experience in Social Service Programs with at least three years in management or equivalent combination of education and experience. Possesses knowledge of planning, evaluation, budget development, grant writing/management, and fundraising. Experience with Domestic Violence and Sexual Assault programs preferred.
Transportation: Possession of a valid California driver license and availability of a vehicle for business. Auto liability coverage as required by law.
Additional Requirement: Must receive clearance from the Department of Justice Criminal Record Offender Information database.

Job Description
Job Title: Executive Director
Reports to: Board of Directors
Classification: Full-time Exempt
General Functions:
As the Executive Director of Family Services of Tulare County: provides leadership, vision, and direction for the organization in partnership with the Board of Directors and staff; operates Family Services in accordance with policies, procedures and standards established by the Board of Directors; represents Famiy Services in the community, and in national, state, and regional activities and events of Family Services.
General Administration
- Responsible for implementation of by-laws, policies, goals, standards, and procedures developed by the Board of Directors.
- Oversees the development, implementation, and evaluation of programs and services that support the mission.
- Ensures compliance with all local, state, and federal legal and funding requirements.
- Monitors operating systems for maximum efficiency and effectiveness.
- Meets all reporting deadlines.
Fiscal Management
- Leads the staff and board in developing the annual budget, and making financial decisions consistent with the budget as approved by the board.
- Maintains and is thoroughly conversant with systems of financial control.
- Provides regular, timely internal financial reports to the board of directors that compares perfromance to budget.
- Responsible for planning for adequate cash flow to cover operational needs.
- Reviews trends, and engages the board in discussion about financial stability and sustainability, including the development of adequate operating reserves.
- Serves as staff officer to the Finance Committee.
Financial Development
- Leads fundraising efforts, including supporting the board’s involvement in fundraising, personally cultivating and soliciting donors, and supervising implementation of fundraising plans and policies approved by the board.
- Establishes and executes an ongoing plan for prospect development.
- Communicates results of drive to donors, campaign volunteers and the community.
Community and Partner Relations
- Responsible for building positive relationships with partner organizations, policy makers, media, and others.
- Responsible for ongoing communication with affiliated organizations.
- Be a resource to affiliated and other community based organizations.
- Responsible for monitoring adherence to Memorandums of Understanding with affiliated organizations.
- Responsible for the annual evaluation of the review and allocations process.
Board and Volunteer Development
- Serves as staff officer to the board of directors and the Executive Committee.
- Works with the president of the board in planning, board operations and development, and agenda building.
- Responsible for the development and operation of all board committees.
- Consults and advises in the selection of board members, committee chairpersons, and committee members.
Human Resources
- Develops staffing structure that supports the efficient delivery of programs and services, accomplishment of major goals identified in the strategic plan, and effective overall management.
- Insures that job descriptions and performance standards are in place for support staff.
- Hires and manages the staff, including the implementation and ongoing revision of personnel policies approved by the board and manages the staff performance review process.
- Provides training and coaching opportunities for all employees for professional growth.
Valley, State, Regional Involvement
- Represents Family Services in key associations and organizations, serving on committees and advisory groups, and speaking in public settings.
- Participates in local, state and regional activities and events of Family Services
Education & Experience: Graduated from an accredited college or university, preferably with a degree in Social Work, Adminstration/Organizational Development, Non-Profit Management, or related field. (Bachelor’s Degree required, Master’s Degree preferred). Five years progressively responsible experience in Social Service Programs with at least three years management experience. Knowledge of domestic violence and sexual assault programs preferred.
Knowledge, Skills and Abilities to: Lead organization through yearly strategic planning, review and implementation. Demonstrate knowledge of planning, evaluation, budget development, grant writing and management, and fundraising. Ability to communicate written and verbally with diverse community stakeholders. Ability to work flexible schedules which will include early morning, evening, and weekends.
License & Certificate: Valid California Driver License and availability of a vehicle for buisness use; auto liability coverage as required by law. Must receive clearance from the Department of Justice Criminal Record Offender Information database.
Physical Demands: The employee frequently is required to stand, walk, sit, reach withi hands and arms, stoop, kneel, talk and hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distant vision, color vision, and ability to adjust focus.
Work Environment: Standard office environment. Travel within Tulare County and outside area will also be required.
Other Responsibilities: Attends Board meetings and designated committee meetings. Attends key community events as appropriate. Represents FSTC in selected community groups and/or organizations.
